It's possible, though less common. A new ISP might have different network configurations or DNS settings that are causing conflicts with Steam. Try flushing your DNS cache (open Command Prompt as administrator and type 'ipconfig /flushdns'). You can also try using a public DNS server like Google DNS (8.8.8.8 and 8.8.4.4) in your network adapter settings.
