Even without visible paper, check the entire paper path. This includes the paper tray, inside the printer (access panels), and the output tray. Look for small scraps of paper or debris. Also, try cleaning the paper feed rollers with a lint-free cloth dampened with distilled water. Restarting the printer can sometimes reset the sensor.
