What is the difference between clustered standard errors and pooled standard errors?

Pooled standard errors assume that all observations are independent. Clustered standard errors acknowledge the correlation within clusters, providing a more accurate estimate of the standard error and reducing the risk of Type I errors (false positives). Pooled standard errors are generally inappropriate for hierarchical data.
